Rebecca Asbury joined CASES in 1996. She oversees the organization’s $56 million annual budget and supervises the departments of Finance, Grants and Contracts, Development, Human Resources, Information Services, and the Physical Plant. Prior to joining CASES, Ms. Asbury was the Assistant Vice President for Finance and Administration at the Bank Street College of Education in New York City. She has taught as an Adjunct Professor at New York University’s Robert F. Wagner Graduate School of Public Service. Ms. Asbury holds a BA from Mount Holyoke College and an MPA from Baruch College.

Tai is a human resources and operations management executive with 13 years of nonprofit experience and 6+ years of strategic HR leadership expertise. Tai previously served as Chief of Staff and Director of Human Resources at the Women’s Prison Association & Home, where she determined vision and strategy for the HR department that aligned with the organization’s mission and goals. She is certified in Motivational Interviewing and as a facilitator in Women’s Risk Needs Assessment (WRNA) and Moving On: A Program for At-Risk Women. Tai holds membership in the Society for Human Resources Management. She earned her B.A in Urban Studies from Barnard College at Columbia University.

Jessica Klaver, Ph.D., is a clinical and forensic psychologist with more than 15 years of clinical, research, administrative, and teaching experience in behavioral health settings. She joined CASES in 2016 and is currently the Chief Program Officer, overseeing our behavioral health, forensic case management, alternative-to-incarceration, pretrial services, and youth- focused programs. Prior to working for CASES, she worked for the NYS Office of Mental Health as a psychologist at Kirby Forensic Psychiatric Center and as the Chief of Mental Health Treatment Services at Bronx Psychiatric Center. Dr. Klaver holds a BS in Psychology from the University of Wisconsin-Madison and a PhD in clinical psychology from Simon Fraser University in Vancouver, British Columbia. She completed her pre-doctoral psychology internship in the forensic track at Bellevue Hospital/New York University.

Ann-Marie Louison joined CASES in 1999 to launch the award-winning Nathaniel Project, CASES’ first alternative-to-incarceration program for adults with serious mental illnesses convicted of felony crimes. For sixteen years she oversaw the development of programs and treatment services for individuals with serious mental illness and behavioral health needs impacted by the criminal legal system. Ms. Louison has developed arraignment diversion programs and implemented evidence-based Assertive Community Treatment (ACT) as an alternative-to-incarceration program. She has shared the innovative approaches and programs CASES has developed at the intersection of mental illness and the criminal legal system across the country, serving as a technical assistance consultant and presenting on expert panels. Ms. Louison has coordinated the organization’s response to healthcare and criminal legal system reforms and now leads and coordinates efforts to monitor and continually improve services and program performance. She holds a Master of Social Work and Applied Social Research from Brunel University (U.K.) and is the proud winner of the 5th annual Joan H. Tisch Community Health Prize for Excellence in Urban Public Health. In 2021, she was honored as one of City & State’s Mental Health Power 50. The list seeks to recognize some of the most influential public officials, academics, health care professionals, advocates and activists who are making a difference in the lives of people living with mental illness.

Loyal Miles has worked in development and communications at CASES for more than 10 years, previously as the Chief Development & Communications Officer. He has supported and led fundraising activities contributing to significant organizational growth, including implementation of what is now the city’s largest pretrial services program, operating in the Manhattan courts; the Nathaniel Clinic, operating in Central Harlem as one of the only forensic-specialist Certified Community Behavioral Health Clinics (CCBHCs) nationwide; and an array of community programs for youth and young adults, including employment, family, and mentoring services. Mr. Miles was previously the Director of Development at Teachers & Writers Collaborative, a literary arts education organization, and has served on grant review panels for the NYC Department of Cultural Affairs and Brooklyn Arts Council. He holds a Master of Fine Arts (MFA) in Creative Writing from Indiana University, where he began his development work by supporting a federally funded TRiO program for first-generation college students.

Sophia Morel began her career at CASES as an intern in 2004 before transitioning to a full-time position in 2005. Formerly the Senior Director of Education, Career & Enrichment Services, she has worked in CASES’ Family Court alternative-to-detention services, taught in the high school equivalency (HSE) program, led HSE and post-secondary initiatives, and helped usher expansion of education and employment services at the agency. In her current role, she strengthens and expands training across CASES, ensuring that all staff are equipped with the knowledge and skills to most effectively support clients while also advancing their own professional development. Ms. Morel holds a Bachelor of Arts (B.A.) in Communications and Rhetoric from SUNY Albany and a Master of Science in Education (M.S.Ed.) in Leadership and Community-Based Learning from Bank Street College of Education.

Elizabeth joined CASES in 2022, bringing 18 years of legal experience in community organizations focused on health issues. She previously served as Compliance Officer and Counsel at the East Harlem Council for Human Services, she supported all legal needs and was a key member of the senior management team, guiding operational and strategic planning. She has worked previously at the Lawyers Alliance for New York and at Clifford Chance, LLP.

Giles Malieckal joined CASES in 2016 to lead the organization’s newly created Manhattan Supervised Release Program (MSRP) and has served as the Senior Director of Pretrial Services since August 2019. In this time here, he has overseen the expansion of MSRP to a department of over 150 multi-disciplinary staff operating out of five program locations as part of the program’s response to the landmark reforms of the state’s bail laws. He is licensed as a clinical social worker (LCSW) with extensive experience working in various social service settings at the intersections of behavioral health, child welfare, homeless services, and forensic court-based diversion. Giles holds a Master’s in Social Work (MSW) with a Clinical Concentration from Fordham University’s Graduate School of Social Service and an undergraduate degree in History from Occidental College in Los Angeles.

Amanda Stagnaro McCarthy joined CASES in 2020, bringing strategic and operational leadership to the organization’s special projects. As Senior Director of the Executive Office, she drives initiatives to achieve organizational goals and leads partnerships with key youth justice advocacy campaigns. Prior to working at CASES, Amanda held roles in communications at the Garden Club of America, Front of House Inc., and Women for Women International, and has served on fundraising boards for Planned Parenthood. She holds a BA in Political Science from Marist University and an MA in Public Policy with a concentration in Philosophy and Social Policy from The George Washington University, where she researched public health policies targeting marginalized groups.

Anthony “Tony” Roman, R.N., is a registered nurse with 15 years of experience working at the intersection of serious mental illness, substance abuse, and the criminal legal system. He joined CASES’ Assertive Community Treatment (ACT) program in 2018.
Tony began his career in the U.S. Army’s 327th Combat Operational Stress Control unit before working in the New Jersey state prison system, BRC’s HomePlus program, and as director of nursing at ACI Detox/Rehab. He later served on CASES’ mobile treatment teams and, in 2025, was promoted to senior director of nursing services at CASES.
He earned his LPN licensure in the U.S. Army and completed his A.S.N. through CUNY. He is currently pursuing additional higher education through CUNY.
