Alternatives to Incarceration (ATIs)

Since 1967, CASES has operated alternative-to-incarceration (ATI) programs in New York City courts,
successfully diverting people from jail and prison into services in the community and helping them avoid recidivism. Many of these programs have specialists based in courtrooms who work in-person alongside judges,
attorneys, and clients. These programs include alternatives for youth and young adults, individuals with mental health needs (including those with co-occurring substance use disorders), and individuals with serious mental illness (SMI).

ELIGIBILITY HIGHLIGHTS

Age:

Individuals must be 16 years or older.

Target Populations:
  • Youth and young adults
  • Individuals with mental health needs, including those with co-occurring substance use disorders
  • Individuals with Serious Mental Illness (SMI)
Legal Status:
  • Must have an open Misdemeanor or Felony case in Manhattan, Brooklyn, or the Bronx.
  • Must be incarcerated or at risk of jail/prison time.
Program Focus:
  • Diverts eligible individuals from incarceration into community-based services.
  • Specialists work in-person in courtrooms alongside judges, attorneys, and clients to support rehabilitation and reduce recidivism.
