In February 2003, CASES began operating the Community Service Program (CSP) in Staten Island Criminal Court. This marks CASES' first program in Staten Island. CSP participants are low-level offenders who are sentenced to perform community service, for periods of varying length, at government agencies and non-profit organizations. Participants perform a range of work, from gardening to baseball field maintenance. Worksites include Neighborhood Housing Services, United for Wildlife Rehabilitation, and the East Short Little League. CSP assesses participants for impediments to doing community service, assigns an appropriate community service site, and then works to ensure the participant's compliance. Sixty-five percent of CSP's participants are either working or go to school. To accommodate participants' work and school schedules and improve compliance, most work is done during weekday evenings and Saturdays. CSP follows up with agencies and organizations to ensure that participants have completed their community service work. CSP takes its role seriously in helping participants complete their community service obligations. When a participant fails to report to the worksite, CSP makes phone calls and sends compliance letters to the participant's home. CSP also places a great importance on timely and detailed communication with judges. Each participant's community service completion status is reported promptly to the referring judge. CSP is a positive force in shaping the lives of our participants, and plays an important public service role in the community. CSP provides any of the following services: painting and repairs; trash removal; light renovations; demolition; grounds work; community garden maintenance; cleaning and clearing of store areas; and clerical assistance. |
