Parole Restoration Project

     
  Youth Programs

The Parole Restoration Project (PRP) serves detained technical parole violators with special needs, including individuals with mental illness, substance abuse problems, women with dependent children and young people (22 and under). After volunteering for the program's services, offenders are reinstated to Parole supervision that in turn mandates program participation. The mission of PRP is to restore its participants to parole supervision in a fair and affordable fashion that is consistent with public safety.

Special needs violators - PRP's target population - remain in detention longer than other technical parole violators (165 days on average, as opposed to 77 days) because of the difficulty and time involved in placing them in appropriate community-based programs. They are also more likely to be returned to prison instead of parole supervision, even though many could live in the community with appropriate monitoring and support. By linking special needs violators with community-based treatment options, appropriate violators are returned to parole supervision, freeing up costly jail space.

PRP seeks to increase the number of special needs violators returning to parole supervision by

  • Identifying eligible violators
  • Assessing their treatment needs
  • Linking them with community-based service providers
  • Gaining support for the treatment plan from Parole field staff and assigned legal representatives
  • Recommending Revoke/Restore to the Administrative Law Judge
  • Monitoring participants for program compliance

CASES' Parole Restoration Project is a public/private partnership drawing upon the collective resources and expertise of the New York State Division of Criminal Justice Services, the New York State Division of Parole, the New York City Department of Correction, Daytop Village, and the Women's Prison Association.
