Many defendants with mental illness cycle through the justice system because of insufficient access to mental health care and treatment. Often homeless and struggling with co-occurring substance abuse disorders, these individuals are caught in a cycle of arrest, incarceration, and rearrest. Many are turned away from community-based mental health treatment and housing because of their criminal justice involvement. In response, CASES launched the Nathaniel Project in 2000, the first ATI program in New York City for felony offenders with serious and persistent mental illness. The Project has become a model for engaging dually diagnosed offenders in treatment and supervising these individuals safely in the community. In June 2003, after demonstrating the ability to work with a mentally ill, forensic population, CASES created an Assertive Community Treatment (ACT) Team, licensed by the New York State Office of Mental Health (OMH); this program is different from other state-funded ACT teams in that it only accepts court referred, mentally ill clients facing felony charges. CASES also runs the EXIT program for non-violent misdemeanor offenders with mental illness, which has been operating in Manhattan Criminal Court since 2002. This program offers case management services for up to six months on a voluntary basis to clients identified as mentally ill during arraignments. Finally, the Parole Restoration Project (PRP Mental Health), facilitates the reentry of technical parole violators back into the community after reincarceration and provides six months of case management services while coordinating community supervision with the Division of Parole. Our Mental Health Programs have achieved extraordinary outcomes-significant reductions in recidivism, untreated mental illness, substance abuse, homelessness, and stigma.
